1.0 WORK DESCRIPTION

The Project is located in Lake Butler, Union County, Florida.

The Work is generally described as furnishing all labor, materials, equipment, tools, transportation, services, and incidentals and performing all work necessary to provide the Owner with roadway improvements to County Road 796A from County Road 796 to State Road 238, approximately 1.3 miles. The roadway improvements include milling and resurfacing the existing roadway as shown on the Drawings; performing earthwork associated with the drainage improvements; placing reinforced concrete pipe; and providing pavement striping, signage, seeding, sodding, and maintenance of traffic.

All work shall be in accordance with the construction drawings, specifications, and contract documents.

2.0 RECEIPT OF BIDS

The project will advertise on Thursday, July 2, 2015, and Thursday, July 9, 2015, in the Union County Times. Bidding and Contract Documents may be examined at the Union County Board of County Commissioners’ office.

To ensure that Bidders receive all addenda and or clarifications to the Bidding Documents in a timely manner, it is mandatory that all bidders obtain at least one set of Bidding Documents from the Engineer to be eligible to bid on this project. Addenda will be issued via email unless the Bidder requests otherwise. Copies of the documents may be obtained at the Engineer’s office for $100.00 per set, payable by check only, which constitutes the cost for reproduction and handling. Checks shall be payable to the Engineer. Payment is non-refundable. Email bids@jonesedmunds.com for further details to obtain a set of Contract Documents.

Bids shall be completed on the enclosed Bid Form as set forth in the Instructions to Bidders and otherwise be in compliance with the Bidding Documents. Sealed bids will be received at Union County Board of County Commissioners’ office located at 15 NE 1st Street, Lake Butler, Florida 32054, until 10:00 a.m. (local time) on Thursday, July 30, 2015, at which time and place all bids will be opened. Any Bids received after the specified time and date will not be considered.

A non-mandatory pre-bid conference will be held on Thursday, July 16, 2015, at 10:00 a.m. (local time) at the Union County Board of County Commissioners Meeting Room located at 55 West Main Street, Lake Butler, Florida 32054. Only prospective bidders on the Engineer’s plan holders list may submit a bid. Contractors shall be pre-qualified with the Florida Department of Transportation (FDOT) for the work associated with this project.

COMMUNITY DEVELOPMENT BLOCK GRANT HOUSING REHABILITATION PROGRAM NOTICE OF BID OPPORTUNITY

ATTENTION LICENSED CONTRACTORS

Union County has been awarded a Community Development Block Grant (CDBG) from The Florida Department of Economic Opportunity (DEO) to repair or replace Low to Moderate Income owner occupied housing units located in unincorporated Union County.

A mandatory prebid walkthrough will be held Thursday, July 16, 2015 at 10:00 A.M. to obtain bids for the rehabilitation of one or more homes being addressed under the Union County CDBG Housing Grant. The mandatory walkthrough will start at the Union County Commission Chambers, 55 West Main Street, Lake Butler, Fl., 32054. Bid packages will be provided at the mandatory walkthrough. A representative of the bidding company must sign in at each home they wish to bid on.

Contractors who attended the March 26, 2015 or May 6, 2015 prebid walkthrough are not required to attend the July 16, 2015 walkthrough.

Licensed Contractors must submit a completed Union County CDBG Housing contractor pre-qualification package prior to submitting bids for this project. Contractor qualification packages can be obtained by contacting the Project Manager, David Fox with Fred Fox Enterprises. Inc at david.fox@fredfoxenterprises.com, or by phone at (904) 810-5183.

Contractors and Firms on the Federal Job Excluded Parties list cannot participate in this project.
