This is to give notice that Union County has conducted an evaluation as required by Executive Orders 11988 and 11990 in accordance with HUD regulations at 24 CFR 55.20 to determine the potential affect that its activity in the floodplain and/or wetland will have on the environment.
Union County intends to undertake a project to be funded by a Florida Small Cities Community Development Block Grant (CDBG). The proposed project includes:
Demolition of a single wide mobile home and replace with a new singlewide located at 16450 SE 71st Trail, Lake Butler, FL.
It has been determined that no practicable alternative other than to proceed with the work is available. This activity will have no significant impact on the environment for the following reasons:
A site specific Environmental Review will be carried out and an authorization to proceed will be obtained from the Florida Department of Economic Opportunity (DEO) before the housing unit is addressed.
Failure to provide these improvements would result in Union County not being able to carry out the demolition of the single wide mobile home and replacement with a new single wide located at 16450 SE 71st Trail, Lake Butler, FL.
The property is located in the 100-year floodplain and/or wetland, it is located at 16450 SE 71st Trail, Lake Butler, FL and the improvements cannot be undertaken to this housing unit in any other location due to its location. There is, therefore, no practicable alternative but to proceed with replacement of the housing unit to include it in the program and proceed with the site specific environmental review on this housing unit.
The proposed improvements conform to applicable floodplain protection standards. The proposed action will not affect natural or beneficial floodplain values, and residents of the community will benefit from the project. The proposed project involves the following:
Service Area #1 – Union County
14A – Housing Rehab/Demolition/Replacement – The activity proposed in Service Area #1 involves the demolition of a single wide mobile home and replace with a new single wide mobile home located at 16450 SE 71st Trail, Lake Butler, FL.
14A Housing Rehab/Demolition/Replacement
CDBG Cost $ 53,209.45
Grant Administration
21A Administration Cost
CDBG Cost $ 10,500.00
Total CDBG Funds =
$ 63,709.45
Additional agencies involved in this project include the Florida Department of Economic Opportunity and the U.S. Department of Housing and Urban Development (HUD).
Written comments must be received by Dianne Hannon, Board of County Commissioners Secretary at Union County, 15 Northeast 1st Street, Lake Butler, FL 32054 on or before July 24, 2015. A more detailed description of the project and the Federal Insurance Administration (FIA) flood maps are available for citizen review by contacting the local government.
