This is to give notice that the City of Lake Butler has conducted an evaluation as required by Executive Orders 11988 and 11990 in accordance with HUD regulations at 24 CFR 55.20 to determine the potential effect that its activity in the floodplain and/or wetland will have on the environment.
The City of Lake Butler intends to undertake a project to be funded by three funding sources: 1. Florida Small Cities Community Development Block Grant, 2. City of Lake Butler local funds, and 3. Florida Recreation Development Assistance Program. The proposed project includes recreation improvements, sewerline relining (and related liftstation improvements), and replacement of equipment at the City of Lake Butler wastewater treatment plant (WWTP).
The recreation improvements will take place at two City parks: 1. Lakeside Park which is located near the intersection of North Lake Avenue and Northwest 3rd Street will benefit from new and renovated playground equipment, beach improvements, restroom improvements, and renovation of picnic and pavilion facilities. 2. Westside Park which is located at the intersection of SW 1st Street and SW 7th Avenue will benefit from new and renovated playground equipment, basketball court renovation, restroom improvements, and renovation of picnic facilities. The sewerline relining activities (to include related lift station improvements) will affect the following streets: Service Area 1: SW 9th Place, SW 1st Terrace and SW 10th Ave.; Service Area 2: SW 7th Ave., SW 1st Way, SW 6th Place and SW 2nd St; Service Area 3: NW 7th Ave.; Service Area 4: SE 11th St. and SE 5th Ave.; Service Area 5: SE 5th Ave., SE 4th St., SE 6th Ave., SE 4th Ave., SE 6th St. and SE 3rd St. The wastewater treatment plant (WWTP) which is located at 15138 S. W. 81st Way in unincorporated Union County will benefit from replacement of motors, pumps, valves, blowers, connectors and related activities. Only a portion of the total project area is located in the 100 year floodplain. Lakeside Park is located in the 100 year floodplain, while Westside Park is not. Regarding the sewerline relining and liftstation improvements, only the sewerline and liftstation on NW 7th Avenue are located in the 100 year floodplain. Also, the WWTP is not located in the 100 year floodplain. The sewer facilities improvements are being made to improve operating performance and to mitigate current and future line and equipment breakage problems. The recreation improvements are being made to ensure that the parks remain safe and serviceable for current and future users. The project involves the replacement of existing infrastructure (sewer lines, lift station and park facilities) that are already located in flood prone areas.
It has been determined that no practicable alternative other than to proceed with the work is available. This activity will have no significant impact on the environment for the following reasons:
The sewer line and lift station that are located on NW 7th Avenue are already located in a previously disturbed 100 year flood plain area. Also, the sewerline is located underground and thus relining activities will have no impact on the functioning of the existing flood plain area. Lakeside Park is also already located in previously disturbed 100 year floodplain area. The planned park improvements will have no impact on the functioning of the existing floodplain area.
Although the project is located in the 100?year floodplain and/ or wetland, the improvements cannot be undertaken in any other location due to the scope of the project. There is, therefore, no practicable alternative.
The proposed improvements conform to applicable floodplain protection standards and involve the relining of existing sewer lines, improvements to an existing liftstation and renovation and replacement of existing park facilities and play equipment of the same size. Some new playground equipment for small children will be added to the Lakeside Park Playground, but this will not increase the size of the playground or result in an increase in impervious surfaces, and thus will have no impact on the functioning of the 100?year floodplain and/ or wetland. The proposed action will not affect natural or beneficial floodplain values, and residents of the community will benefit from the project. Failure to provide these improvements could result in the continued potential for sewer line breakages and deterioration of recreation facilities.
Additional agencies involved in this project include the Florida Department of Economic Opportunity, the U.S. Department of Housing and Urban Development, and the Florida Department of Environmental Protection.
Written comments must be received by Dave Mecusker, Lake Butler City Manager at 200 SW 1st Street, Lake Butler, Florida 32054 on or before January 28, 2016. A more detailed description of the project and the Federal Insurance Administration (FIA) flood maps are available for citizen review by contacting the local government.

EXCEPTION AS PROVIDED
FOR IN THE BRADFORD COUNTY LAND DEVELOPMENT
