ADVERTISEMENT FOR BIDS

Sealed bids will be received by the Bradford County Board of County Commissioners for stormwater system repairs at the:

Bradford County Central Landfill

SR 100 (2 miles north of Keystone Heights, Florida)

The Contract Documents, consisting of Advertisement for Bids, Invitation to Bid, Bid Form, General Conditions, Specific Conditions, and Drawings, may be examined at the Bradford County Clerk of Court, 945 North Temple Avenue, Starke, Florida 32091, 904-966-6280.

The deadline for submittal is Wednesday, September 6, 2017, 10:00 a.m. (local time). Bids will be received by the Bradford County Commission at the office of the Clerk of Court. Bids will be publically opened and read aloud in the County Commission Room.

The project consists of repairing a stormwater downcomer system on the south side slope of the Bradford County Central Landfill. This is a closed Class I landfill. The work will include removal of two 24-inch-diameter corrugated metal pipes (including cover soil excavation and stockpiling), replacement of the metal pipes with ADS N-12 polyethylene drainage pipe of the same diameter, earthwork/compaction of pipe subgrade, grading at the headwall and outfall of the pipes, installation of a fabric-formed concrete mat, grading at the outfall of the pipes, installation of rip-rap, and replacement of cover soil and vegetation. Care will be required to avoid damaging the existing 30-mil PVC landfill cover liner. The Contractor will be required to have landfill liner experience.

The Engineer of Record is Jones Edmunds & Associates, Inc., 730 NE Waldo Road, Gainesville, Florida 32641, 352-377-5821.

To ensure that Bidders receive all addenda and or clarifications to the Bidding Documents in a timely manner, it is mandatory that all Bidders obtain at least one set of Bidding Documents from the Engineer to be eligible to bid on this project. Addenda will be issued via email unless the Bidder requests otherwise. Copies of the documents may be obtained at the Engineer’s office for $25.00 per set, payable by check only, which constitutes the cost for reproduction and handling. Checks shall be payable to Engineer. Payment is non-refundable. Email bids@jonesedmunds.com for further details to obtain a set of Contract Documents.

All bids must be submitted on the Bid Form provided. Completed bids must be mailed or delivered to the Bradford County Clerk of Court. All bids received after the specified time and date will not be considered. Contact the Engineer at bids@jonesedmunds.com for further information or clarification.

The Board of County Commissioners of Bradford County, Florida, reserves the right to accept or reject any or all bids, award all or part of the bid, waive any technicality with regard to bids, exercise its local preference ordinance (2013-10/Sec. 2-156), and to interpret the bid specifications in the best interest of Bradford County.

A non-mandatory site visit is scheduled for Monday, July 24, 2017 at 10:00 am (local time). Bidders on the Plan Holders List are invited to visit the project site. The Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has issued a preliminary Flood Insurance Rate Map (FIRM), and where applicable, Flood Insurance Study (FIS) report, reflecting proposed flood hazard determinations within Bradford County, Florida and Incorporated Areas. These flood hazard determinations may include the addition or modification of Base Flood Elevations, base flood depths, Special Flood Hazard Area boundaries or zone designations, or the regulatory floodway. Technical information or comments are solicited on the proposed flood hazard determinations shown on the preliminary FIRM and/or FIS report for Bradford County, Florida and Incorporated Areas. These flood hazard determinations are the basis for the floodplain management measures that your community is required to either adopt or show evidence of being already in effect in order to qualify or remain qualified for participation in the National Flood Insurance Program.
