CITY OF STARKE, FLORIDA

SECOND PUBLIC HEARING

NOTICE

The City of Starke plans to apply to the Florida Department of Economic Opportunity (DEO) for a FFY 2016 Small Cities Community Development Block Grant (CDBG) of $700,000 in the Neighborhood Revitalization category. The grant project activities, estimated dollar amounts, and estimated percentage benefit to low-to-moderate income (LMI) persons are as follows:

Sewer Lift Station Rehabilitation: $311,867 (+51% LMI benefit); Sewer Manhole Rehabilitation: $65,867 (+51% LMI benefit); Sewer Line Relining: $164,867 (+51% LMI benefit); Engineering Design: $59,100 (LMI benefit is not applicable); Engineering Inspection and Construction Contract Administration: $46,300 (LMI benefit is not applicable); Grant Administration: $52,000 (LMI benefit is not applicable). Total grant amount: $700,000. In addition, $50,000 will be contributed to the project by the City to be used as local match to further and enhance the CDBG funded activities. The location of the proposed project activities include:

Service Area #2: (Pine Forest Apartments) The sewer manhole that serves Pine Forest Apartments will be rehabilitated.  The manhole is located approximately 1500 feet west of W. Pratt Street on SR 100. The improvements will benefit the residents at Pine Forest Apartments which is located on SR 100 between W. Pratt Street to the east and SW CR 100A to the west.

Service Area #3: (Southern Villas Apartments) The sewer liftstation that serves Southern Pine Villas will be rehabilitated.  The liftstation is located approximately 680 feet west of SR 16 (Raiford Road) on Southern Villa Drive. The improvements will benefit the residents at the Southern Villas Apartment complex which is located in generally the same location.

Service Area #4: (Edwards Road and Epperson Street Area) The Epperson Street liftstation will be rehabilitated. The liftstation is located in the near vicinity of the intersection of Epperson Street and Edwards Road (next to the Edwards Recreation Complex). This liftstation serves a residential area along Epperson Street that is bounded by the CSX Railroad to the north and Edwards Road to the south.

Service Area #5: (Lawtey Road Area) The lift station that serves the Lawtey Road area will be rehabilitated.  The liftstation (which is known as the Reno Liftstation) is located at the intersection of Pine Street and Estelle Street. This liftstation serves a residential area that is bounded by Harthura Drive and Cooper Road to the north; Ida Street, and Crum Street to the south, Oak Street to the west; and the eastern ends of Cooper Road, McCollum Street, Estelle Street, and Crum Street to the east. Additional streets within this service area include Charles Court, Old Lawtey Road, Holley Road, along with Reba, Ash, Chestnut and Connie Streets, as well as Calvary, Jenkins and Lamar Streets. In addition, approximately 4,100 LF of sewer lines within the right of way of these streets will be cleaned, tested, and repaired using a slip sleeve fiberglass internal relining technology that eliminates the need for open trench construction. The sewer relining activities will be funded by the CDBG grant program and the City of Starke.

Service Area (SA) #1: (Pecan Tree Apartments) A sewer manhole and approximately 600 LF of sewer line will be rehabilitated in the vicinity of the intersection of Brownlee Road (SR 16) and Old Lawtey Road. The improvements will benefit the residents at Pecan Tree Apartments which is located between Old Lawtey Road to the east, N. St. Cloud Street to the west, E.  Brownlee Rd (SR 16) to the north and Thomas Street to the south. The Pecan Tree improvements are unaddressed need and will be addressed only if funding permits and after the activities in service areas 2, 3 4 and 5 have been addressed.

The City of Starke does not expect that anyone will be displaced as a result of CDBG-funded activities. If any persons are displaced as a result of the planned activities, the City of Starke will assist them as described in the City’s anti-displacement and relocation policy, which is available for review at City Hall.

A public hearing to provide citizens an opportunity to comment on the application will be held at Starke City Hall, 209 North Thompson Street, Starke, FL 32091 on February 1, 2017, at 5:30 p.m. A draft copy of the application will also be available for review during normal business hours in the Clerk’s Office at City Hall by noon on January 25, 2017. Persons wanting to submit written comments on the application should send them to Brenda Wiggins, Deputy Clerk, by e-mail at  bwiggins@cityofstarke.org or by mail to 209 North Thompson Street, Starke, Florida 32091 no later than January 31, 2017. Questions and/or comments may also be provided by phone. Ms. Wiggins can be reached at (904) 964-5027.

A copy of the final application will be available for review in the Clerk’s Office at City Hall no later than February 7, 2017. The application will be submitted to DEO on or before February 16, 2017.
