The City of Starke, Florida, has been awarded funding from the FFY 2016-2017 Florida Recreational Development Assistance Program (FRDAP) to fund recreational opportunities for individuals with unique abilities. Proposals from qualified individuals or firms are requested to provide consulting engineering services for FRDAP funded park improvements. Engineering services will include project design, inspection and construction contract management. The Bradford County Board of County Commissioners requests sealed bids from Building or General Contractors for the following Project entitled:

Deadline for receipt of sealed bids is 2:00 p.m., Thursday, 14 September 2017. Send or deliver in person, sealed bids to Mr. Ray Norman, Clerk of the Circuit Court, 945 N. Temple Avenue, Starke, FL 32091. Only sealed bids received on or before the aforementioned time and date will be considered. Bids will be opened at the aforementioned date, time, and address.

Construction Documents consisting of Drawings and Project Manual may be purchased after 14 August 2017 from the Office of the Architect, 710 St. Johns Avenue, Palatka, Florida for $45.00 per set, Non-refundable. Bidding Documents shall remain the property of the County and shall be used for no purpose other than bidding or construction of this Project.

A Mandatory Pre-Bid Meeting will be held at 2:00 p.m., Thursday, 31 August 2017 at Bradford County Commission Conference Room at 945 N. Temple Avenue, Starke, FL 32091.

Project consists of but, is not limited to: New Pre-Engineered Metal Building with steel studs and drywall at designated interior faces of walls, pre-finished metal wall panels at exterior.  Exterior walls and columns to be supported on monolithic reinforced concrete footings and reinforced concrete slab.  Interior walls are steel studs with gypsum wallboard on each face, some walls are to be fire rated, some insulated for sound attenuation.  Roof structure to pre-finished metal panels over steel purlins with pre-finished metal trim, soffits, gutters and downspouts.

Doors, windows and hardware are to be provided.  Interior finishes consist of VCT, natural or stained concrete with painted walls, suspended drywall and /or acoustical tile ceilings.  Complete Plumbing, Mechanical and Electrical Systems to be provided.

Site work and Utilities are to be included as required for construction of new concrete paving, sidewalks, water retention and rain drainage. A more detailed Summary of Work is included in the Project Manual.

No bidder may withdraw his bid for a period of 60 days after the date set for the bid opening.

All work shall be done in accordance with Specifications and Contract Documents relative thereto, as prepared by Robert E. Taylor, A.I.A., Architect, P.A. which may be examined at the office of the Architect, 710 St. Johns Avenue, Palatka, FL, 32177 (P.O. Box 267, Palatka, FL, 32178), or at the Office of Mr. Ray Norman, Clerk of the Circuit Court, 945 N. Temple Avenue, Starke, FL 32091.

Questions concerning this project are to be directed to the Office of Robert E. Taylor, AIA Architect, PA via fax at 386-325-0608, e-mail at taylor@ret-tbd.com or in person at 710 St. Johns Avenue, Palatka, FL, 32177.  Questions shall be submitted to the Architect’s office no later than seven days prior to the date scheduled for opening of Bids.

Each bid must be accompanied by a Bid Bond, in the amount of 5% of Base Bid.  100% Performance and Labor and Material Payment Bonds, will be required.

 

Bid/Proposal shall be submitted IN ORIGINAL FORM WITH TWO COPIES.

Bidders shall indicate the Project Title as stated above on the outside of envelope.

The Bradford County Board of County Commissioners specifically reserves the right to exercise its provision of Local Preference, Section 2-156, (Bradford County Code of Ordinances). A copy of this ordinance is available upon request.
